The Helena West Helena City Council met tonight for just over an hour. The council had an extensive agenda to which they did not fully attend. There were four guests. Mr. Doug Frielander, Phillips County Chamber of Commerce; Mrs. Munnie Jordan, Arkansas Delta Blues and Heritage Festival; Mr. Terrance Clark, Phillips County Incubator;  and Mr. Will Tate, Civil Service Commission;each made presentations.

The council did vote to pay $10,000.00 for the wiring on Cherry Street to help with our festivals. They also committed $3,000.00 in financial support to the incubator.

Colonel Fred Fielder, Police Chief and Lieutenant Roy Covington, Commander of CID, made a presentation on various items of concern regarding the police department. Mayor James F. Valley presented the August Financial report and after the presentation, several of the council members walked out of the meeting and eventually deprived the body of a quorum. Without a quorum, no further business could be conducted.
